We provide drinking water, sewerage and recycled water services across Melbourne’s south east to around 1.8 million people from Port Melbourne to Portsea and east to around Pakenham.

Water services are regulated in Victoria, which means that South East Water must submit a proposal every 5 years to the Essential Services Commission (ESC) that explains what we plan to deliver and how it will be funded.

The plan we’re working on now is for 1 July 2028 to 30 June 2033.

The ESC is Victoria’s independent economic regulator. It reviews price submissions and makes a decision about the maximum prices and service standards water businesses can apply.

This 5-year plan will explain what we propose to deliver, why it’s needed, and what it will cost. It will include:

• the services we’ll deliver
• the investments we’ll make in infrastructure and operations
• the service standards we’ll commit to
• how we’re managing risk and uncertainty (including climate and growth)
• the prices needed to fund this between 1 July 2028 to 30 June 2033.

We’re planning for major pressures and opportunities, including water security, climate change impacts, and strong housing and population growth. We’re also considering cost-of-living pressures, rising construction and operating costs, technology changes, and the need to protect privacy and the environment.
